Answer: Yeah, it’s a Regulatory Capture extortion game on the part of the warlords who rule my particular islands down here in the South Pacific.

Along with this revenue stream they also collect a permission fee for me to drive and my car to be driven. There’s also a permission fee for paying the other permission fee to buy petrol. This purchase must be done using the local warlord dollars only which (you guessed it) involves its own use-of-money permission fee they call “inflation.”
