This racist statement is made without irony.
Here a premise, ‘racism exists’, is defined not by the nature of what it is but by the political identity of those involved.
Does not repair to evidence, does not seek to convince or persuade. Does not appeal to the reader’s intellect.
It sets up race-based in/out groups that are identity-political then insists that you accept the premise as an article of faith if you want to be in the in-group or, specifically, do not want to be selected into the out-group.
This is how very many people’s minds are regulated. ie Not cognitively
